Application and other related services intermediary system
What is the application and handling intermediary system?
The application and submission agency system allows individuals who meet certain requirements to submit application forms and other documents on behalf of the applicant, thereby exempting the applicant from having to appear in person.
* Principle of personal appearance
Foreign nationals residing in Japan are required to appear in person at the regional immigration bureau when they wish to carry out various procedures, such as notifying changes to the information on their residence card, changing their status of residence, or applying for an extension of their period of stay. Furthermore, when inviting a foreign national to Japan, it is necessary for an agent residing in Japan to apply for a Certificate of Eligibility for Residence, and in this case, the agent must also appear in person at the regional immigration bureau. This is based on the idea that the person themselves is necessary for the proper management of the entry and residence of foreign nationals, in order to confirm the identity and intentions of the foreign national or their agent who is carrying out the procedure, to ask questions about any unclear points, and to instruct the correction of any deficiencies. Based on the above principles, this system was established with the following purpose in mind.
① Foreign nationals themselves or their representatives are exempt from appearing in person at local immigration bureaus, etc., allowing them to concentrate on their work or studies and reducing their burden.
② Companies that employ foreign nationals, schools that accept international students, travel agencies, etc., can ensure that procedures for employment and acceptance of foreign nationals are carried out accurately through personnel, international relations, etc. staff members who have been approved as application intermediaries.
③ At the Immigration Bureau, streamlining and streamlining administrative processing will be possible by streamlining the required documents and enabling bulk applications, as well as alleviating congestion at application counters.
Persons who can act as intermediaries for applications, etc.
1. Staff of the receiving organization, etc.
① "Accepting organizations, etc." specifically refers to the following organizations:
a) Organizations run by foreigners b) Organizations where foreigners are employed c) Organizations where foreigners are receiving training d) Organizations where foreigners are receiving education e) Organizations that supervise or support activities in which foreigners acquire skills, techniques, or knowledge
② Only staff members of receiving organizations, etc., who are deemed appropriate by the Director of the Regional Immigration Bureau, are permitted to act as intermediaries for applications, etc.
③ In practice, in addition to the foreign nationals mentioned in (a) through (e) of (i), those who are permitted to reside in Japan as the spouse or child of the foreign national and who live with the foreign national are also permitted to have their applications handled by staff of the receiving organization or other organization that has been approved for handling applications.
2. Staff of public interest corporations
① Specifically, "public interest corporation" refers to a public interest incorporated association or public interest incorporated foundation whose purpose is to facilitate the smooth acceptance of foreign nationals. Furthermore, public interest incorporated associations or public interest incorporated foundations include special incorporated associations or special incorporated foundations.
② Similar to the staff of the receiving organizations etc. mentioned in 1-1, only staff of public interest corporations who are deemed appropriate by the Director of the Regional Immigration Bureau are permitted to act as intermediaries for applications, etc.
3. Travel agents
Similar to the staff of the receiving organizations etc. mentioned in 1(i), only travel agents handling overseas travel who are deemed appropriate by the Director of the Regional Immigration Bureau are permitted to act as intermediaries for applications, etc.
